Lived in the Publix Hotel in International District for about 7 years.
There was guy that dealt pot in that area around Redfront Tavern.
Lived Publix Hotel himself...for years.
Used to do business mostly in the Tavern when I first met him.
Later he would meet people out in front of Publix and take walk around block.
Privileged few could knock on his door.
Same time every day.
Cops must have known he was doing business but must have been thinking....
"better stoned than drunk".
If you're gonna do something you might as well do bud.
Behavior when stoned in way more predictable than behavior when drunk.
